LOCUSTAN PRETENDERS

The most common way the Locusta Regime gains a foothold in a new universe is through the use of infiltrator personnel known as PRETENDERS. These highly-skilled operatives learn all they can about their counterparts in the target universe - then, at the appointed time, they murder their counterparts and assume their place.

This strategy has been utilised in this universe in the past, and has proven successful. In 2413, the centre seat of the USS Odyssey passed to Captain Sean Winters. Unfortunately, nobody knew that Sean Winters was a Pretender - an agent of the Locusta Regime, who had crossed into this universe, murdered his counterpart and taken his place. Winters stole the Odyssey and attempted to make war on Starfleet, but was ultimately defeated by a mutiny of his own officers.

The process has been reversed with some success, however. Starfleet personnel have assumed the identities of their Locustan counterparts for various clandestine missions into other universes, becoming Pretenders themselves. It has been many years since such a mission was undertaken, and with the current lack of up-to-date intelligence regarding the Locusta Regime, it seems unlikely that there will be another any time soon.
