THE LOCUSTA REGIME

Over the three centuries of its existence, the Federation has scratched the surface of the idea of the multiverse - that there are infinite universes existing along similar timelines, but where the history might be vastly different. The Mirror Universe is an example of one such dimension, but in the last few decades a second universe was discovered that could prove a threat to the Federation's existence.

Simply put, the LOCUSTA REGIME is the Human race as it could have been. In their alternate universe, the Human race was attacked early in their medieval era and Earth was occupied by a race of advanced invaders. After several centuries, Humans rose up against their oppressors and won back their freedom, but not before swearing to never to let extraterrestrial life subjugate them again. It was from that fire that the Locusta Regime was forged.

The Locusta Regime is arguably the most lethal threat the United Federation of Planets has ever encountered. Now masters of dimensional-crossing technology, they already hold dominion over the Humans of almost 300 alternate universes, and have footholds in countless more. They are an extremely xenophobic empire, and distrust any alien life form, sentient or otherwise. They are governed by a Racial Purity Code, and consider even sympathy for non-Humans a most severe offense. The Locusta are extremists in every sense of the word, and take that philosophy into every part of their society - their military, their politics, even their education system. Candidates for military service are taken from their homes early in their childhood, to be indoctrinated with the philosophies of the Regime. Independent thought is not tolerated, in the military or out. Locusta society is governed by a strict fascistic hierarchy.

Technologically, the Regime is much more advanced than the United Federation of Planets in the 25th century, perhaps due to the wreckage they were able to salvage from the war against their invaders. Their vessels are equipped with Dimensional Drives (D-drives) able to cross the barriers between universes, and have devastating flux disruptors and tetryonic torpedo launchers at their disposal. Their warships are also able to phase between dimensions to cloak themselves if there is ever a need for secrecy.

The only thing that has kept the Federation from being overrun by a Locusta attack is somewhere within the natural makeup of our own prime universe. The Locusta D-drives have a difficult time penetrating into our universe, and so contact has been sparse.

In the last 24th century, the USS Farragut of this universe managed to cross into the Locusta's home universe and destroy all elementary particles around the Locustan Earth, causing a universe-wide cataclysm as all matter began to collapse. The Farragut escaped back into our own universe before the destruction of the Locustan home universe.

It is unlikely that we have been forgotten about. The Locusta hold sway over hundreds of universes. It is only a matter of time before their technology improves enough to bring down the barriers separating us from them.
